Alfama is Lisbon's oldest neighborhood, dating to the Moorish era. Narrow cobblestone alleys, fado music echoing from restaurants, the São Jorge Castle above, and views of the Tejo river. It's atmospheric and beautiful — but heavily touristy. Short-term rental restrictions have tightened but the AL (Alojamento Local) culture still dominates many buildings. Residential quality varies enormously block to block.

Generally safe but pickpocketing common in tourist areas, especially around Tram 28 stops. Quiet at night once restaurants close.
